Yeah, I know. The problem, sadly, is that even if marriage is stopped, the general populace will go "urhurhurhurhur pussy" and proceed to do the typical thrust-thrust-splurt that nature dictates.
However, banning opposite-sex marriage would certainly cut down on the problem. And make that 'breeding liscense' thing a bit more possible - after all, you can get a drive-through wedding liscense in Vegas, so a liscense to fuck wouldn't be much harder..
