Problem is, people will have kids, regardless of whether they're married or not. I think that guys should get a vasectomy (which is reversible) the day they're old enough to knock someone up. And if a couple wants to have kids, they should have to apply for a liscense to breed.
In the meantime, they should allow gays to adopt, as it will give more kids the oppurtunity to have a good home.
